Arnold Fergusson is the fictional Mayor of Washington D.C. in The Conduit. On July 27, he gave a short statement urging citizens to avoid the use of public water. Due to the storms from the previous weeks, the water supply was deemed "unfit" to be drunk and bottle water was urged for consumption rather than the city's public water supply. It was thought by public officials that "The Bug" had contaminated the city's water supply. Bottled water was available to citizens at no cost throughout the city.[1]
